As the CITO for the City of Dublin, you will play a pivotal role in shaping the city’s future by leading the strategic technological vision for both the governmental organization and the broader community. In this forward-thinking role, you will focus on driving innovation, and external engagement to drive the City’s technological evolution.

Strategic Leadership and Collaboration

  • Collaborate with community stakeholders, including internal City leadership, and local businesses, to foster mutually beneficial strategic outcomes.
  • Drive key initiatives that leverage technology for the City’s strategic and operational objectives, such as the expansion of the Dublink fiber network, the continued development of Route 33 as a “Smart Mobility Corridor” and other regional data and technology efforts.

Economic Development and External Presence

  • In collaboration with the City’s Economic Development team, actively engage with external tech communities, attracting tech companies to the city of Dublin and fostering an environment conducive to technological innovation.
  • Be a visible and influential figure in the city and region, representing its commitment to embracing modern technology and innovation.

Technology Planning and Execution

  • Devise and oversee the execution of the City’s strategic technology plan, emphasizing the analysis and re-engineering of business processes to maximize the use of innovative technology.
  • Evaluate, analyze, reshape, and protect the City’s technology and security infrastructure, ensuring the acquisition of systems that align with operational needs and strategic goals.

Policy Development and Resource Management

  • Formulate and develop policies that guide technology use within the City, overseeing planning, budgeting, resourcing, and training.
  • Ensure the timely and effective implementation of numerous new/upgraded technologies each year.

Departmental Leadership

  • Provide strategic leadership, direction, and guidance to the Information Technology and Innovation & Analytics teams, formulating and implementing strategic plans to enhance overall effectiveness and efficiency.
  • Develop and oversee the department’s 5-year 
  • Capital Improvement Program (CIP) and annual operating budgets.

Minimum Qualifications

  • 10+ progressive professional, managerial, and supervisory experience in Information Technology, with knowledge of Geographic Information System (GIS) and Enterprise Resource Planning (ERP) software implementation and maintenance, preferably at the municipal government level.
  • Comprehensive knowledge of application software solutions, computer systems, local and wide-area networks, and current technological trends.
  • Proficiency in a wide range of software, including E-mail, spreadsheets, databases, and word processing systems.
  • Expertise in system and computer technology practices, procedures, and network infrastructure.
  • Demonstrated leadership skills, with a strong emphasis on teamwork, collaboration, and participatory leadership strategies.
  • Considerable understanding of the public policy aspects of local government.
  • Exceptional project management, innovation, and creative thinking skills.
  • Outstanding written and verbal communication skills.
  • Considerable knowledge of technological changes and trends in the field of computerized information management and electronic communication, including IoT, wireless network technologies, Cloud infrastructures, mobile devices, and security.
  • Ability to cultivate successful partnerships within the organization and with external agencies and business leaders.
  • Bachelor’s Degree in Information Technology, Management Information Systems, Computer and Information Science, or a related field; Master’s Degree in Business Administration, Public Administration, Information Technology, or a related field preferred; or any combination of skills and experience.

Other Requirements

  • Ability to move objects weighing over 20 lbs. with the help of equipment/devices, on an infrequent basis.
  • Ability to work in an office setting during normal business work hours. 
  • Adherence to all applicable Federal and State safety laws, rules and regulations and City safety policies/procedures.

  • Compliance with training directives established by supervisory/managerial personnel.
  • Valid driver’s license.
